THE CONSTITUTION (SCHEDULED TRIBLED) ORDER,1950

In exarcise of the power conferred by clause (1) of article 342 of the constitution of  india the president after consulation with the Governnors and Rajpramukha of the state concerde, plased romake the following order namely.
1. This order my be called the constitution (scheduled)
      order, 1950.
2. The tribes communites a parts of groups with in tribes or
       tribel communitel specified in partsto of the schedule to
       this order shall in relation to the states to which those
       parts respectively late be Deemed to be scheduled tribel
       so far as regard members the of resident in the localities
       specified in Relation to them resapectivily in those parts
       of that schedule.
3. Any refresh order to state district or other for Shall be
    conduction as a  Reference to the state , distict or other
   territorial division as constituted on the 1st day of
    may,1967.

 SORA  &  ORIYA :   A  STUDY  ON  LOAN  VOCABULARY      
                
Of the several important tribes of  Orissa ,  Sora is one  of the  most  well known,  mainly due to its connecation with the jagannath legend . The tribe is also known by various other names  like  sabara , saura , and sora.  The mother tongue statistics for this  tribe spelied as  ‘ savara’ in the  1981 census is as follows.

     It is clear from these figures that the main concentration of the tribe is in Orissa. However, we have reasons to believe that these census figures may not be very accurate, because a large number of sora speakers who return Oriya as their mother tongue are merged with another tribe called sabara or lodha. It is important to note that the Oriya speaking sabaras are mainly found in the coastal districts of cuttack and puri, while the sora speakers inhabit predominantly in the districts of Ganjam and koraput. It is these latter soras who are discussed in this paper. Their language sora belongs to the southem branch of the munda sub – family and genetically distict from Oriya which belongs to the Indo – Aryan sub – family. But languages which are in contact for centuries together are likely to influence each other irreapective of their genetic affiliations. Thus, we find that there are a large number of linguistic features and words which are common to Oriya and Sora. This situation immeaditely raises the question of culture contact between these languages and consequently of a loan vocabulary. Although at the moment it is not possible to identify definitely the language in terms of donor or recipient the loan vocabulary is sufficient proof to establish the depth and extent of  the conact situation. However, taking the cultural conditions of these twogroups, t is not be denied that Oriya is way a head of sora in any accornplishments and there for it is natural that Oriya in most cases will appear to be the donor and the sora recipient rather then other way round. But it is also true that sora as we understand its processes is a very conservative language and has a natural built in to recreate its own vocabulary with its own indigenous devices. As a moderately agglutinative language, it favours from new words with


                                  
indigenous material rather than by direct borrowings.  Some of the direct borrowings are like raja-king, sun-quick lime, loa-iron, mua-a sweet meat etc. but there are also a large number of common vocabulary which could not be traced to any particular source and the possibility of Oriya borrowing from sora remains quite plausible. In any case, such a study is yet more difficult particularly in the absence of a theory of loan words although no such theory is proposed here, a few guide lines might be of interest

                               The sabara language speakers live in the hilly areas of Andhra Pradesh, Orissa , madhya Pradesh and Bihar The savaras live also on the hills of Koraput , Kalahandi, Mayurbhanj, balasore, Cuttack , Ganjam,Gajapathi districts of Orissa , The sabara population in Andhra Pradesh is 1,22,979 as per 2001 census . the total literacy rati of Savara as per  201Census report is 13.68.
                             There are three scripts which have been created specifically for writing Munda languages. Savara Sompeng for the Savara language, Ol’Chiki for the Santali language, and varang Kshiti far the Ho language. However, these three scripts are not visually similar and are not derived from a common scripts, all having been created by influential .

History of Sorang sompeng:-
The savara  language has  also been written in an IPA-based.

  Script developed by Dr.wleam cary Christian missionaries, and in the 38 language Script .  In the 1930s  there was conflict  within the community as to which of these was best- suited to the language. To resolve conflict , Mangei Gomango , the son- in- law of an influential  Savara  leader, introduced the Savara Sompeng Script in 1936.  Savara tradition states that the Script itself is a divine incarnation of thedeity called Akshara  Brahma , but other scholars suggest that the shapes
Of the letters are loosely based on   Laton/ IPA letters, and the additional loops are based on Telugu Writing.  The savaras possessed their tribes in the Indian sub- continent.
         Savara Paandit  Mangai Gomango has developed the indigenous script for Savara Language taking cues from the Alphabet numbering
        in total engraved with  25  letters at Mirchaguda ,  Padmapur  Block of  Gunupur Sub – Division of Rayagada  District of Orissa . This Sorang  Sompeng has the alternate names like  “ Mattar Banoom  / Akshara Brahma / Madi Brahma” . It is claimed to have been developed as carly as   1935-36 . A final shape of sorang sompeng appeared after two years.
       S.P. Mangai  Gomango complied stories , grammar, Astology books, and history  of Savara tribe in sorang sompeng .  These books are published by CIIL, Mysore in  1976.  I.T.D.A Seethampeta, Srikakulam Distict is conducting traing camps to the savara people to learn this script .  They also  developed story books and  primers using this script for the primary section students.

    He creats such a new pulsation among the soura of Gunupur region that his fellowmen thought as if he was an angel,  who saved a declining primitive society. It is true that he is no more today, but following his teachings. Many  souras became educated and gave up slaughtering of animal and  drinking of country liquor to build up a healthy and environment.
        The creator of the sora script , mangai gomango was not a linguist. Being born in an ordinary soura family, he left such an invaluable asset to his community that, he shall be remembered for all time to come. Some errors are there in this script , but looking from the angle of phonetic theory, it is not totally unscientific. According to the linguist, Dr. Khageswar Mahapatra. “ it is not only a script but also a symbol of spiritual, social & cultural awakening of the soura community in total “ none but mongel deserves all the credit for this.
          S.p. Mangai Gomango gives the following statements. Regarding the origin of the script
       The savara people used to worship ‘ Daru – Brahma’ ( Woodden of God) But  when lallta (The savara princes) falling in love with a Brahmin ravealed tohim the secrets of the worship, the Brahmin won over the lord. The lord vanlshed and no more responded to the preyars of the savara people. Then the savara sald , ‘wonderful’ ,you don’t ‘llsten to me, you don’t respond to me. But you listen to the Brahmin , who is an out slder. Alright , I say, form today I will offer you only blood and liquor. When you come back again to us and teach us to be wise and good , we will worship you then only with due sanctity . ‘The savara people took a resolution like that and sine then were sacrificing cocks

goats, buffaloes and humanbeings too at the rltuals.  They   worship ,pay obeisance, and then pour down blood and liquor on the dalty’s head . However , after many days , at the end of the Aga of kall, the lord came back and said ,’ now I have came to you ,not as Daru Brahma, but as ‘Akshara Brahma ‘  (Alphabetic image of god), you worship me in this from, I will be visible on the matter banom vijyana ‘ hills’ . This savara then went and saw. The twenty four letters appeared in his vision. Then a shrine was built on that site and the worship of the ‘Akshara Brahma’ commanced from that day.
      
 Mangai, thus, spirituallses his invention of a sora script and up a new religlous order which is deslgnated as ‘Mattar Banom Dmreen’ the religion that opens the eyes and makes people good and wise . His script symbolsing the Akshara Brahma is enshrined on a hill near Marichaguda , about 20 kms . for from the nearest town of Gunupur. The image is in the shape of  ‘ OM’ in oriya character having the 24 latter , 9 numera’s ad a crest inscribed on it. During the past forty years. Mangel  has proselytized a good number of his tribeman and has established sub – canters all over the sora speaking track in Orissa and Andhra Pradesh. In many villages regular evening schools are being run to make people literate in the script. Particularly , in the padampur , Gunupur , the aran centering pround Marichaguda. Dombasara villages, the literacy has apread to a recognizable exlent and the script is, in fact, being used in intra –community communication and literary activities.

       Also there were not any guldelines regarding syllabus or text books for different classes. Only the books of scripture. Moral education, arithmetic and grammer were taught , certicates having the singnture of the president, secretary and the teacher of the “ Mattar Banom Vigyana prachar Asharam” were awarded to the qualifying students.
          Mamgai Gomango himself was an educated person. For the development of his community he introduced script through backward soura community do not lag behind march of time and civilization in this modem ear. He fought day and night to rootout the age old prejudices & superstions from his community. He won the heart of the people by sharing their sorrows and happiness. He knew both Astrology and Mantras Wich also helped him to win the confidence at his tribesmen. He prepared the herbal medicines from indigenous roots and herbs and cured people from many incurable diseases. Agai using “JHODA PHUKA” (aprimitive maglco – religious curative practice using  “Mantra”.) he could invoke belief in the minds of his people. As a result people loved and respected him.
              He campaigned against the tradition of ritual sacrifice of animals and drinking of country liquor by his tribesmen. He went on travelling from village to village to propagate his script and reforms by crossing the remote mountainous and desely wooded soura country for the betterment of his own community. He used to stop his joumey wherever night fell and took whatever food avallable there. At last became know as ‘sora guru’. He used to write using pen and paper where he stayed   Now many of his manuscripts are been in the houses of many souras. These manuscripts are full of advice for his soura  brathers.

         In theyear 1965 he travelled to vijayavada of Andhrapradesh, where he contacted the “ Inter pass” to arrange printing in his script. At first the letters were prited by using stone blocks. But mistakes were found in some 
                                                        
letters. So mangai made some changes . In this time, a soura language book named “SABARAMKLAYNAMI” was published from “Swatatra Art press” of vijayavada.
                    Instead of printing the books outside , mongai took interest to publish them in après of own. At this time some personalities came forward to help mangai and offered donations.
             Being financed by Nilanber sabar (Ghanatri), Bisa sabar (Adlasa), suku sabar,(Bamuri Dangar), Narasingha sabar (Dambsara),and pechang sabar (Dambsara),mangai left  for  srikakulamin 1996 to purchased a printing machine. At last he purchased an old printing machine from “Rama press”. But, he could not get the licence to start his own press. Still Mangai did nat lose patience. Later , in the year 1972 -73 , he got alicence pechang sabar donated a piece of land at Dombasara to  establish the press . At first only latters were printed. Then starting from primers , religious books and history books were also printed. In total 23ks were prited and the writer of all the books was momgel, published books were distributed among the soura people. Free of cost. Publication of all these books in their own language evoked new thinking , new consciousness in them. In the year 1976, for the first time a sora school was established in Marichaguda village . it was named as “Matter Banom Bigyan prachar asharam” . later on many established in different soura villages . Many educated souras tought there honorarily. All the souras came out with a great joy for the sake of development of their own religion. Many school were also opened not only Orissa but also in different parts of neighbouring state Andhra Pradesh.

               The news of invention of the soura script by Mongel created a great stir among the soura society. Traveling village to village he tried to create a consciousness among the people . But the sour people who were living in the darkness did nat accept it easily. From Gunupur to gudari, many gamangos opposed it. Still Mongel Gomango devoted to his duty never gave up. He suggested to all his known persons that, in the absence of this script their language would perish. Slowly but steadily his massage reached his tribesmen. Basing on this script a new religious sect was formed in the name of “Mattar Banom Damdree” . The followers  to this new religion were persuaded to give up the use of country liquor and animal slaughtering before God. In one way it helped their economic uplitment and in the it created a consciousness among them to become bettermen. In the beginning, Mongei made verbal propagation of these princeples. Those baptized by him tried to lead a disciplined life. This newly invented script was them linked to this new religion and thus it gradually gain acceptance among the people. All believed that “ Daru Bramha” has come back in the from of  “ A kshara Brahma ” Mongei devoted himself day and night to propagate it. Form 1936 to 1952 only verbal propagation it by writing in small pocket books. But it was not possible to provide the books all soura brothers in writing . so he tried for a permanent solution.

            Orissa is the wonderland of marvelous art , craft, architecture, culture, tradition , language and also many great personalities . A number of poets, philosopher and social thinkers took birth in this holy lead and passed away leaving their great deeds have made them immortal. Sora pandit ,  Mangai Gomango , the inventor of the sora script is one of those great personalities.
             There are sixth two categories of scheduled Tribes living in different parts of Orissa. Among them the sabar or sora is one who live in each and every comer of Orissa. But they live in large numbers in the Gajapathi district and Gunupur Sub – Division of Rayagada district . They have their own language called ‘Sora’ which come under the “Austro Asiatic language” family . The script of this language “Soran Sompeng” was invented in the year  1936. Being inspired by religious and nationalistic feelings Mangai Gomango , a literate of the soura community went on meditation for 21 days in forest adjoining his village Marichaguda  and saw a script in his dream as a gift to sabaras. Their legendary  “Daru devata” reappeared in the from of  “Akshara Brahma” . The letters of Akshara Brahma symbolize 24 important Gods of their religion which forms the  ‘ Sora script’ “ Soran Sompeng ”. It means the phonetic box  of the soura . The stone on which the script was first visible has become a place of pilgrimage for the sora . In the idol of Akhyara Brahma , twenty four syllables., numbers upto twele and a symbol of wisdom are arranged in the shape of Oriya letter  “Om” .
